Aerosol
The suspension of fine solid or liquid particles in gas. A substance that is dispensed from a pressurized container into the air.
Aerosolizing
To convert into a fine spray or colloidal to suspend in the air.
Bartering
To trade by exchange of commodities rather than by the use of money.
Bud
A synonym for the flower of a mature cannabis plant.
Budder
Cannabis concentrate that is similar to wax, but softer and more pliable.
Butane
The type of solvent that is used most often for illegal cannabis extract processing.
Butane Hash Oil (BHO)
A cannabinoid extract made from blasting cannabis flowers with butane.
Cannabidiol (CBD)
The 60+ molecules within a cannabis plant that are extracted and processed into a variety of different topicals, oils and tinctures. These molecules do NOT contain the psychoactive properties that produce the cannabis "high."
Cannabinoid
The active chemical compounds within cannabis. The most notable cannabinoids are the phytocannabinoid tetrahydrocannabinol (THC, Delta9-THC or Delta8-THC), the primary psychoactive compound in cannabis, and cannabidiol (CBD), which does not have psychoactive properties. There are at least 144 different cannabinoids that can be isolated from cannabis.
Cannabinoid Concentrate
The substance obtained by separating the cannabinoids from cannabis using a mechanical process (i.e. pressure) or chemical process that doesn't use hydrocarbon solvents, high heat or any other process identified by the OLCC.
Cannabinoid Edibles
Food or potable liquid into which a cannabinoid concentrate, cannabinoid extract or dried marijuana leaf or flower has been incorporated.
Cannabinoid Extract
The substance obtained by separating the cannabinoids from cannabis using a chemical extraction process that involved hydrocarbon solvents (i.e. butane or propane), high heat or any other process identified by the OLCC.
Cannabinoid Product
A cannabinoid edible and any other product intended for human consumption or use, including a product intended to be applied to the skin or hair, that contains cannabinoids or dried marijuana leaves or flowers. It does not include useable cannabis or cannabinoid concentrates or extras by themselves.
Cannabis
Genus of medicinal, recreational, and fiber plants belonging to the family Cannabaceae. Cannabis sativa is hemp and cultivated as a tall plant. The female plants are a shorter variety and are the more abundant source of THC, the active ingredient of cannabis.
Cannabis Sativa
A subspecies of the cannabis plant that is cultivated/grown for both hemp fiber and recreational cannabis.
Charge
A charge is a formal accusation made by a governmental authority (usually a prosecutor or police) asserting that somebody has committed a crime.
Civil Forfeiture
Legal process that enables a government to seize property and other assets belonging to persons suspected of committing a crime.
Concentrates
A concentrated form of cannabis that has isolated the more desirable properties of the cannabis plant (i.e. the cannabinoids and terpenes), which are then often infused into edible, tinctures and topicals to provide the effects but do not require the application of heat.
Conviction
A formal declaration that someone is guilty of a criminal offense/charge.
Criminal Forfeiture
An action brought as a part of the criminal prosecution of a defendant. It is an action against a person and requires the government to (charge) the property used or derived from the crime along with the defendant.
Dabs
Term used to describe a smaller quantity of a cannabinoid concentrate or extract.
Delivery
The actual, constructive or attempted transfer, other than administering or dispensing a substance from one person to another.
Deschutes County District Attorney's Office (DCDA)
Government office in charge of determining if criminal charges are to be filed. If so, the office in charge of pursuing the charges.
Deschutes County Sheriff's Office (DCSO)
Law enforcement office providing safety and security for one of Oregon’s largest and diverse regions.
Edibles
Cannabis infused products that are consumed orally.
Exchanging
To part with, give, or transfer in consideration of something received as an equivalent.
Extract
The process that uses a solvent (i.e. CO2, ethanol, butane, etc.) to strip the parent plant material of the target compounds (cannabinoids, terpenes, etc.).
Felony
Crime punishable by a term of prison of one year or longer.
Flowers
Cannabis flowers are the hairy, often sticky bud or part of the plant that is harvested to make cannabis products.
Gifting
A voluntary transfer of property or of a property interest from one individual to another.
Grow
A large crop of cannabis plants indoors or outdoors.
Hash / Hash Oil
A cannabinoid extract that has high levels of cannabinoids, typically either THC or CBD.
Hemp
A variety of the cannabis sativa plant species that is high in fiber and low in active THC. Hemp is used to make a variety of commercial and industrial products including paper, textiles, clothing, CBD, etc.
Homegrown
Cannabis grown by a person 21 years of age or older for non-commercial purposes.
Household
A housing unit and any place in or around a housing unit at which the occupants of that housing unit are producing, processing, or storing homegrown cannabis, cannabinoid products, or cannabinoid concentrates or extracts.
Immature Plant
A non-flowering cannabis plant.
Ingesting
To take food, drink or another substance into the body by swallowing or absorbing it.
Inhaling
To draw in by breathing.
Land
The surface of the earth that is not covered by water.
Marijuana
A term used to describe recreational cannabis. It can refer to any part of the plant or seeds from the plant Cannabis family Cannabaceae. It does not include industrial hemp.
Marijuana Items
Any product created from or associated with the use of marijuana, cannabis, cannabinoid products, cannabinoid concentrates and cannabinoid extracts.
Mature Plant
Cannabis plant that is flowering. Often taller than 24 inches.
Minor
Anyone under the age of 21 based on Oregon cannabis laws.
Misdemeanor
A criminal offense that is punishable for up to a year in jail, and a fine up to $6250.
Oregon Department of Agriculture (ODA)
Oregon State agency that regulates Industrial Hemp.
Oregon Department of Transportation (ODOT)
Oregon Stage agency responsible for systems of transportation.
Oregon Health Authority (OHA)
Oregon State agency that regulates the medical marijuana program called Oregon Medical Marijuana Program (OMMP).
Oregon Liquor and Cannabis Commission (OLCC)
State agency that supports businesses, public safety and community livability through education and enforcement of liquor and cannabis laws.
Oregon Water Resources Department
Oregon State agency that is charged with administration of the laws governing the allocation of surface water and ground water resources.
Possession
The state of having, owning, or controlling something.
Processor
A person and/or company that processes cannabis for sale.
Producer
A person and/or company that grows/produces cannabis for sale.
Property
An article, substance or thing of value, including but not limited to money, personal property and real property.
Public Place
A location to which all of the public has access (i.e. parks, roadways, parking structures, beaches, etc.). Not a place exclusively used for private gathering.
Retailer
A licensed business that sells cannabis items to consumers in Oregon.
Sale
The exchange of a commodity for money.
Seed
A flowering plant's unit of reproduction, capable of developing into another plant.
Selling
Give or hand over something in exchange for money.
Shatter
Cannabinoid extract that eliminates the fats and the lipids creating a highly potent and typically transparent product that breaks into fragments.
Terpenes
The molecule compounds found in the oils of the cannabis plant that produce the distinct aroma and flavors within the cannabis product.
Tetrahydrocannabinol (THC)
One of over 100 cannabinoids found in cannabis; it is the principal psychoactive cannabinoid that creates the high.
Tincture
A liquid form of cannabis, typically made from glycerin or alcohol, that is often flavored and distributed using an eyedropper under the tongue.
Topical
A lotion or ointment that is applied directly to the body's surface.
Trading
The act or process of buying, selling, or exchanging commodities.
Transfer
To convey or remove from one place, person, etc. to another.
Transport
To transfer or convey from one place to another.
Use
To take or consume an amount of something for some purpose.
Useable Marijuana
The dried leaves and flowers of cannabis includes pre-rolled cannabis. It does not include the seeds, stalks, or roots of the cannabis plant.
Vaporizing
Heating cannabis to a temperature just below combustion to inhale the vapor.
Vapors
A device that uses a heating element to bring cannabis to the vaporization point.
Water Right
Authorization from the Water Resources Department for cities, irrigators, businesses, or other water users to use water from any source – whether underground or from lakes or streams. Generally speaking, landowners with water flowing past, through, or under their property do not automatically have the right to use that water without authorization from the Water Resources Department.
Wholesaler
A person who purchases cannabis items in Oregon for resale to a person other than a consumer.
